Minister Avcı: We have seen how right we were in converting prep schools

Minister of National Education Nabi Avcı answered questions by journalists on the conversion of preparatory schools to private high schools and news reports that have been circulating in the parallel media (media groups affiliated to the Gülen movement). Minister Avcı said the Ministry had made a one and a half hour long preliminary defense at the Constitutional Court hearing on the appeal against the conversion of the schools and added “the Parallel media published unimaginable lies about the hearing at the Constitutional Court.”

Minister of National Education Nabi Avcı replied to questions by journalists after an iftar dinner gişven by the Justice and Development Party at a restaurant at the Central Anatolian provincial capital of Eskişehir on the conversion of the preparatory schools to private schools and the news reports circulating in the Parallel media.

Minister Avcı reminded by reporters that the Constitutional Court will make a verdict on Monday said he had appeared before the Constitutional Court on July 8, Wednesday to make a defense in the case against the appeal to annul the conversion of preparatory schools to private high schools.

Minister Avcı said he had appeared before the court for one and a half hours to defend the conversion of the schools and provide information to the Constitutional Court on the issue and added “some media organs and especially the Parallel media published unimaginable lies about the court hearings.”

“A ridiculous statement like ‘we are closing down the preparatory schools because we are so fond of them’ has never left my mouth or has been said by any bureaucrat from our Ministry. Such an issue has never even been mentioned at the court” the minister said “the questions put to me by the lawyers and union representatives affiliated to the parallel organization have been leaked to the press as if they were the questions put to me by the chief justice of the court. These are all wrong. I gave the necessary replies they deserve to them at the court.”

Minister Avcı said behind all this disinformation and lies campaign lays an attempt to put psychological pressure on the Constitutional Court and went on to say;

“We once again observed how the parallel structure is able act so arrogantly and spread lies in a campaign to discredit people. Thus we once again observed how right and justified we were in converting the preparatory schools to private high schools. On Monday the court will make its verdict. This is not the only issue, there are also other articles that the court is asked to annul. There are appeals on the rules for the appointment of school administrators. The court will decide on all these issues. We are prepared for any outcome that will come from the court. Our students, parents, teachers and the community of education should be at ease.”

 

“The Ministry of Education knows well what it is doing”

Minister Avcı recalled that a new law had been passed with the support of all parties in Parliament on September 11, 2014 regarding the appeals against the exams by the Ministry of National education and the University Placement Board (ÖSYM) and added “In the past appeals could be made to the courts nine months after the exams in the secondary schools placement exams that created a chaotic situation after everything was done and the placements were made. So we passed a law with the approval of all the political parties to seek speedy court action against the appeals to exams undertaken or to be held by the Ministry of National Education and the ÖSYM. The law dated September 11, 2014 stipulated: The appeals to exams held by the Ministry of National education will be made within ten days after the exams. The appeals after the ten days deadline will not be taken up. According to the law after the ten day appeal period the court will study the case in seven days and the defense period will be three days with a last and final extension of three days. Once the period is over the courts are required to make a verdict within 15 days. So any appeal would be finalized in 38 days. So we organized all our exams for a 55 days appeal period rather than 38 just to be on the safe side. Despite this we hear there are attempts to create chaos and disturbance by trying to create an appeals process in the courts eight or nine months after an exam. The public should not feel uneasy as the law is very clear. The Ministry of National Education knows well what it is doing.”
